Yes, you can mint on Polygon if you want. The easiest approach is to use OpenSea and select Polygon as the blockchain. It costs very little to do that. Be aware that there are a lot of scam airdrops that use Polygon because it's cheap, so the chain doesn't the same reputation as Ethereum and collectors might prefer Ethereum.

If you're talking about minting your own NFTs, then as the others have mentioned yes, you can.
However if you're talking about minting from a project, then it depends on the project. You'll have to mint on the network that the project is on. So if the project mints only on Ethereum, then you cannot mint it on Polygon.
